GPU fans spike up in RPM for no reason

I made a curve for my gpu fans so that they stay quiet enough while i game, and it works fine, except sometimes one or both of my gpu fans spike up to the max RPM (about 3300-3400, i keep them around 1100-1200 usually which is 35%) for 2-3s and then it goes back down to the current curve setting, the temp doesnt go up or anything else
also forgot to mention but force apply doesnt work and it still goes up randomly despite it being activated

If your card feels like it's running to low of a RPM for the current temperature it may spike by itself as a fail-safe.

You probably need to run it higher RPM under load.
