create does not sync scenario code from the repo during development

This causes a lot of headaches during development, you either have to destroy/recreate or copy code manually. This seems to have resulted in several fixes missing from PRs I've worked on.

Additionally it would be nice not to need to tell users to destroy/recreate in issue comments when a fix is merged.

Terratest does solve much of this issue but it doesn't exist for many of the modules currently and running manually may still be needed in some cases either way.
