Test local implementation for speech

• Test local audio synthesizer (there is an implementation but failed during out-of-round test at the TMR competition).
• Look for additional alternatives that could improve the audio's quality (TTS).
• Confirm that the rest of the speech pipeline doesn't depend on internet.
• Test running speech module on jetson only (consider network latency during competitions)
