SOQL Performance Check in new wizard

Problem

Can we live or on save check the current SOQL statement and give the user a health check on the query? Perhaps a Yellow warning at the top if the query is using non-predictive indexes in their where clause.

Solution

This can be determined from the REST API. Write up a solution here and discuss before implementing.
