opacity DO NOT take effect until we change the setting explicitly

after vscode start up，
opacity is not respect the setting "winopacity.opacity": 250,
we have to change the value in setting file and save, like change 250 to 251, then the opacity could be changed

In my case, I could not find a way to even apply the opacity. I removed the extensions file and install it again. But at the end It did not worked
