Weirdly, this is technically intentional? In issue #69, it was recommended to remove precipitation from the biome. However, from old screenshots, it appears it didn't used to have snow on the ground by default. I think some change in between then unintentionally added snow.
We're currently debating on what we want. In the end, it will either have no snow on the ground and no precipitation, or snow on the ground and in precipitation. Either way, that decision will "fix" this issue.
Update: the snow was actually not directly added by us. In fact, MC-259935 causes snow to form if the temperature is below 0.15, even when precipitation is disabled. And since we had lowered the temperature during the removal of precipitation, it caused this to happen.
So, we will bump up the temperature a little bit for the next update, preventing snow from forming. But I will leave this issue open until the fix is actually done.

Whenever the weather is set to rain or thunder, snow will accumulate, but I won't see the snow falling.
