According to Wikipedia:

A design language or design vocabulary is an overarching scheme or style that guides the design of a complement of products or architectural settings.

So, we should select some guidelines to follow while designing the app UI that were made by people who have done this for a while.

Two choices suggested by @aejester were Apple's Human Interface Guidelines and Google's Design for Android.

Whichever the selection, it should be mentioned in the README and pertinent sections related to this app should be copied and pasted in a new document called design.md.
