Import of ABP fails when codelists are not UTF-8 #4

Issue:

The codelists at https://github.com/endeavourhealth-discovery/ASSIGN/tree/f67f61aee7442e3f8658bae02b3c8ea315408419/UPRN/codelists can contain special characters which causes an error on import.

Temporary workaround:

Start the container, then manually add the corrected codelists into the mounted directory before running the import.

Issue with temporary workaround: Doesn't means that some characters will be malformed.

Proposed fix:

Update YottaDB char set to handle the encodings.
