3g signals are weak and alway stay at 'E' in cm build, I was confused last night flashed back to stock rom 3g was fine and remained at 'H+' all the time.
For the confirmation i flashed cm build again 3g was not working properly :/
it always give notification "sign into network"
when i press menu button and tap "use network as it is" the H+ comes back for a while and then disappears

Okay i fixed the problem
By dialing ##4636##
And selected 'WCDMA Only' in phone information under radio settings
