Release a Quilt version that doesn't bundle Wrench Wrapper

As stated on #103, Ok Zoomer itself is 140 KBs, which is barely bigger than other competitors that are (or claim to be) lightweight! Issue: this depends on Quilt Config being provided by something else, which does mean Quilt Loader is required.
Now that the mod's on Fabric? Wrench Wrapper (the Quilt Config wrapper) is making it quite big! and while Hissboom is doing a great job detonating it? It could still be better. Therefore, if we ever go multiplat? A Quilt version is imperative to unlock even more file size savings

Well, we have the structure now, however, at this point? A Quilt release must be Quilt-lite (Quilt Loader + FAPI), which is a weird situation to be on;

I am tackling the size issue in an another angle though, but a negative bloat release would still be neat; This needs to be investigated
