Hi, when playing a game hosted locally via Custom Lobbies I have run into a bug. Items do not give their bonuses until the items are dropped then picked up again. Attributes (Strength, Agility, Intelligence) work as expected and still confer their bonuses. Stats such as +Mana Regen, +Attack Damage, +Attack Range, +HP Regen, etc, do not work at all. If one were to buy a Dragon Lance for example they will receive the bonuses of the Strength and Agility on the item, but they won't receive the bonus attack range. As mentioned this can be corrected on the fly if the players remember to drop and pick their items back up every time they get a new item or upgrade an old one. Upgrading e.g. a Vanguard into an Abyssal Blade would require that you drop the Abyssal Blade and pick it up again, even if you "corrected" the bug initially when the item was a Vanguard. This is annoying even if there is a soft workaround. But...
There's another dimension to this bug. As a result, hero talents that do things like +Attack Speed, +Mana Regen, +HP, etc, (e.g. both of Zeus's level 10 talents) also do not work in Custom Lobby games. As far as I know, this aspect of the bug cannot be remedied as talents cannot be dropped then picked up. I do not know of a method to "correct" this aspect of the bug. I'd hugely appreciate if either of these bugs could be looked into. I believe they are related. This has been a bug for at least a year, I didn't collect any evidence for you myself but you can see a thread on Reddit (here: https://www.reddit.com/r/DotA2/comments/1apr240/found_an_annoying_bug_in_custom_lobbies_items/) from at least a year ago describing the exact same scenario I experienced with uploaded video evidence.
