I’m encountering an issue which has plagued proton versions for the past 2 years.
I’ll use WeMod as the example.
I can run WeMod with any version of GE-Proton9-x. By simply changing the windows version to 7, through WINECFG, then removing mono support and installing - .net framework 4.8 (offline installer).
When selecting Proton Experimental, or Proton-9.0.4. Using the same method, selecting Windows 7 in WINECFG, Then removing mono support to install .net framework 4.8 (offline installer). The installer starts, but rolls back during instillation. Causing the installer to not succeed.
This appears to be an issue with not just WeMod, but any type of programme that requires .net framework 4.8.
As mentioned above. The issue only occurs when using any other type of proton, that isn’t a GE-Proton9-x version.

I was hoping with the update of proton experimental today. That .Net Framework 4.8 would install. But it did not succeed. The progress bar rolls back as it’s installing.
