[HL2] HL2 chapter names get overridden by Lost Coast localization files.

I don't think that's supposed to happen in the first place, but after the 25th anniversary the game loads all localizations files at start even the ones from Lost Coast (lostcoast_english.txt, etc.); and the Lost Coast contains the chapter names for the Half-Life 2 chapters. So the chapter names inside hl2_english.txt or other hl2 localizations - never get used.
