Chocolatey installs python 3.11 which pikepdf is not made for. Uninstall python and reinstall 3.8 or 3.7, then the tool will install.
This has to be made clear in the documentation and in the install examples.

This might be a good chance to re-think how installation can be handled cross-platform. Also relevant for GUI development.
