Scrollbar

I want to add a slider to my bar indicating how wide current workspace(if that makes any sense)
just like a vertical scrollbar

it would be nice to have some way of getting workspace width and current position through niri msg

I guess this is #453 content; however, I'm not entirely sold on signaling continuous values through IPC since they will change very frequently, e.g. during a gesture with a 1000 Hz mouse you're looking at a new value every 1 ms. Maybe we could signal this only when the view is stationary, i.e. no gesture or animation running?
