the icons for bullets, budgets, busses, and bills aren't very intuitive for me. Might want to use words instead (or in addition) on the home page especially

Using alt-text might make sense as a stop gap measure. It has the added benefit for being way more accessible and looks fairly simple to implement.

Including alt="Bills: Information on {{city}} laws" would make that icon button a little clearer with very little work.
