Depuis le déplacement dans un projet dédié nous n'avons pas de README sur event.

Ajouter un tel fichier indiquant notamment comment le projet est lancé au global (https://github.com/afup/event)

(on peux se baser sur celui du projet web par exemple : https://github.com/afup/web)
