Considering enable_cdn in OJS's config.inc.php

Hello,

at the moment, this plugin uses CDN versions of d3 and d3-cloud. As OJS offers a config option to use locally hosted versions of libraries instead, it would be nice if this plugin brought it's own versions of those libraries as well, which would then be used, if 'enable_cdn = Off' in config.inc.php.

In my opinion this would be worth considering, especially with OJS installations in mind, which have to avoid CDNs, eg. due to organizational regulations.
