[feature] Explore mode: sync to reduce builder execution time

SUMMARY

• As of today, re-running the builder to sync doc and argspec causes the builder to run all the tasks, most of which is redundant and can be skipped if the goal is just to regenerate the argspec (or verify if doc and argspec are in sync).
• We can explore adding a new mode option which when set to sync only runs the tasks needed to keep doc and argspec in sync.
