Missing track assignment in case of reconnection #328

Reproduce scenario:

Set the maximum video track assignments to 6.
Join the circle with 10 participants.
Mute all the participants
Reconnect one of the participants who have the assigned video track.
One of the tiles is missing and we had 1 empty track assignment.
