EPIC - Fixes and enhancements following 10.0.0 release

This EPIC aggregates issues that we found during our first release as an Apache incubator project (10.0.0). The goal of these tasks should be to either fix problems on the release itself or make the next minor release (10.1.0) easier. Nothing here should be back-ported to 10.0.x branches.
