Set up a static analysis tool

Goal

Set up a static analysis tool as Sonarcloud such that the entire code of the crypto library is analyzed. Clean and refactor the code according to the generated report.

Acceptance criteria

1. The entire code should be covered by the static analysis tool (for all the curves)
2. 'Quality Gate' should pass on overall code

Please refer to @gmcdonald for this. Apache.org has already sonarcube support and milagro i think also. You need to create a ticket at INFRA and push on Gavin.
