Current Behaviour
Quest Lost In Action nfrom "Watcher Jhang", creature 17884 is requiring quest "Failed Incursion". Breadcrumb quest.

Expected Blizzlike Behaviour
Failed Incursion (9876) can be skipped entirely, and gone to Watcher Jhang for Lost In Action (9738). Failed Incursion should not be the quest's requirement to start.

Per sources,
Lost in Action causes not to receive Failed Incursion.
Failed Cursion (Ysiel) leads to Lost in Action (Watcher Jhang).
They can be done out of order, skipping Failed Incursion entirely.
