Current Behaviour

No scouts are linked to any other pack.

Expected Blizzlike Behaviour

All scouts should be linked to a bigger pack.

Steps to reproduce the problem

Find a Sunblade Scout inside Sunwell Plateau
Pull it while it's clearly off a pack
Observe it just running to Sunblade Protector and casting an activation spell
No other pack aggroes unless it's a social aggro
