[Quest] Imprisoned in the citadel

Current Behaviour

Wow head says that I should pick up thisquest inside the heroic dungeon, but I have never seen the quest giver in the dungeon at the slime sewer eentrance nor outside.

Expected Blizzlike Behaviour

Quest giver should be inside heroic shattered halls at slime sewer entrance to give the quest.
It should only be visible for the alliance players not horde players.

Steps to reproduce the problem

1. .go xyz 122.41 253.17 -14.33 540
2. Observe that the quest giver is missing.

Extra Notes

The npc is not spawned. Checked the DB. However, it is correctly linked to the quest.
