For which roles is scope required?

For some ingredients, scope makes no sense. An .lds file that describes the Malayalam languages does not correspond to any particular book of the Bible.

Other ingredients make no sense without a scope.

The documentation needs to describe the relationship between role and scope and tell us whether scope is required for a particular role.
