stale workflow label mismatch

Describe the bug
@jsstevenson noticed in this issue that the keep alive label was added and that the stale label was removed, but the issue still closed. This is due to the label being keep alive (see here), but the workflow has keep-alive with a hyphen (see here).

Expected behavior
Doing these two steps should not have caused the issue to close.

Fix

To resolve, we either need to update the label or the labels in the workflow.
