[feature] : Trigger push notifications whenever cron Job finishes

Implement push notifications accross app, so whenver can events happen, users can get realtime updates e.g New stats available, New teams Invitation, Creating new team, cloud error responses, When position for rank changes, New issue created etc.

This can be re used across all app important events.
