In the downstream driver source from Samsung, the sensorhub driver seems to register dummy functions for the step counter.
Does this mean that step counting is done in userspace only via gyro/accel sensors?

Probably not - sensor hub emits debug prints with step count, and the Tizen step counter app updates to the printed step count at the same time. Still not sure how it gets there, though.
