Export to yaml all rules in the rule editor where the Rule Id starts with "SD", "SE" and "CT"
Save the yaml files to the Rule Authoring sharepoint
Delete the same rules from the rule editor database
Ensure there is an easy way to load the yaml files back into the rule editor database
