Do a release thing

Migrate the Msys release VM to Progress account - Move azure-chef-extention release server under progress #365
do a release using the new VM
update release documentation based on release process

Automate the release thing

create a buildkite pipeline using expeditor (will work with jsnapp/releng)
get expeditor access to the azure account e.g. add credentials to the "vault"
can we do any automated testing?
can we make an automate released for testing?
can we enable "promoting" a full release?

we can release the thing
we can automate the release of the thing
