Make the process of a Tribe reforming into Feudal more fluid via adding extra governments and laws to use when reforming.
Add "Early Feudal" Government (In Tribal Group) which is able to hold castles but can only build tribal holdings, include a new icon for government type if possible
Add "Early Republican" Government (In Tribal Group) which is able to hold cities but can only build tribal holdings, include a new icon for government type if possible
Determine under what conditions a holder of a castle or city becomes Feudal or Republican instead of Early Feudal or Early Republican (perhaps crown authority or certain level of tech?)
