Need to allow the 5 minute cache of scope of responsibility context to be overridden

Different users of EF-You will have different security needs. For a self-service application when a user creates an entry in the LoginPermissionItems table for themselves this won't get picked up until up to 5 minutes later. Either need a way to dump cache or shorten the refresh interval to something much smaller.
