Moving docs into an new place

Hi community members,

We'll move the documentation stuff from the starter-pack repo into its own place soon. While this might include the deployment docsand supported environment variables in the migration, we want to lessen the burden template maintainers have when it comes to updating the docs.

Generally speaking, we'll also provide documentation hosting to template maintainers once they register their templates into the registry, unless stated otherwise.

We'll start the migration by next week at 14:30 Philippine Standard Time (this is just an estimate), and during the migration, some old links might break and we also need to update the new maintainer's checklist in the starter-pack repo README.
