If we want to reach as many people in a city as possible, perhaps we could determine the set of local people on twitter, and then on a regularly scheduled basis follow (or otherwise interact) with some number of those people.
Posing this as question since I'm curious what other's thoughts / experiences are related to this (does it work? how effective is it?) or if anyone knows if that's even allowed by terms of service.
