Expected Behavior

Enable EXTERNAL_REVIEWERS to allow users to send automated notices to FOI Ombudsman.

Current Behavior

Possible Solution

• Croatia FOI legislative does not have "internal review" step, see Change 'internal review' process - pozurnica imamopravoznati-theme#11
• formal appeals needs to be hand-signed, form examples: Add request templates and appeal template imamopravoznati-theme#9
• but notices ("predstavke") do not need to be hand-signed and have same effect as formal appeals in case of administrative silence
