Add diagnostics instrumentation

Currently it's hard to get any insight into retries. This can be problematic when diagnosing performance problems in which retries occur. (E.g., when a service returns a 429 due to exceeding rate limits, it's possible to retries to interact badly with this, but it's hard to diagnose when you can't see what the retry logic is doing.)
