Minimum Viable Product of configurable settings.py file on a more docker way (e.g. like environment variables) to express (at bare minimum) the database options.

At this moment it does not need be production ready, but should allow if someone want to use a non-dockerized database.

At this moment, the options are on this file https://github.com/SimonbJohnson/quickX3/blob/377a9dd42913ada740772f0b8ee5a78b30e7b185/quickx3/settings.py.template.
