[Enhancement] Allow dataset owners to delete dataset without any remaining linked resources

Is your idea related to a problem? Please describe.
Currently when someone tries to delete a dataset, and if there are multiple shares ( or in future any other associated items ) then deleting dataset is blocked.

The user then has to goto each share , revoke them ( delete them ) and then delete the dataset.

Describe the solution you'd like
Add an option while deleting dataset ( to maybe just the dataset owners ) to select deleting dataset by first revoking ( or removing any associated resource ) with that dataset.
