[DOC] Possibly unnecessary azurerm_private_endpoint.front_pe in azure-private-link-workspace-standard

Following the docs on the page below for Deploy Transit resources

There is a Step 4, "Create a Frontend private endpoint with the sub-resource databricks_ui_api:"

If I understand correctly that this is unnecessary for a completely private, non public internet accessible WEBAUTH workspace.

If I'm accurate, I think a note mentioning that this might be unnecessary for that situation would be nice.
