Add support for development hardware

After hacking a friend's dev hardware, I've found it impossible to use the dev hardware to install d2x cIOS; it either net times out or fails completely.

It'd essentially be the same as the vWii version; get IOS x out of NAND and then use the dev key to decrypt and re-encrypt (users would have to give it on SD perhaps?)
