Add settings for more control over copying plugins #1

Store the settings either in a section in ProjectSettings, or just in some config resource in global-plugins addon folder.

Have options to:

  • Only update existing addons, never add new ones
  • Never update existing addons, only add new ones
  • Blacklist specific plugins altogether (so they don't get copied and don't take up space)
