Add new archiving wait time rules #44

Implement the following rules:

001_Staging_Area53, archive >3 months since creation
001_Staging_Area55, archive >3 months since creation
004_*, archive >3 months since creation
038_*, apply same rules as 002
Projects not beginning 001, 002, 003, 004 or 038, delete >1 month

This may necessitate a change in how the config file is maintained.
