What is the interpretation of these column headers?

The Town and Country Planning (Use Classes) (Scotland) Order 1997 groups similar types of building use together into separate classes. I'm trying to confirm that the 86, 96, 04 and 10 suffixes are years in which surveys were made.

Class 1 - Shops
Class 2 - Financial, Professional and other services
Class 3 - Food and Drink
Class 4 - Business
Class 5 - General Industrial
Class 6 - Storage or Distribution
Class 7 - Hotels and Hostels
Class 8 - Residential Institutions
