In #2665 we changed the receiver side to accept sender_device_keys as well as the unstable name.

This task is to start using sender_device_keys when we send:

  • Update olm::Session::encrypt to send sender_device_keys instead of org.matrix.msc4147.device_keys

We should not do this until we are happy we have left enough time for most receivers to accept the new format.
