Eleweb - Sticky cursors 1

I haven't quite figured out repro steps - but I'm observing my cursor gets 'stuck' often and doesn't update when hovering over different elements.

Outcome

Eleweb - Sticky cursors 2
^ behaves correctly after clicking around a bunch, resizing my browser window.

This is very likely an upstream issue in Chromium, but I wasn't able to find anything noteworthy on bugs.chromium.org

I feared that might be the case, as the most reliable way to wake up the cursor seems to be to resize my browser window. Really strange.

Thanks for trusting/checking though! Will update if I figure out any more.
