Ops catalog: roll up all stats for every catalog name prefix

Update our ops catalog to roll up all catalog stats by each path prefix. For example, given the task acmeCo/foo/bar, this should emit the stats under acmeCo/foo/bar, acmeCo/foo/ and acmeCo/. We should have a materialized row for each of those.
