[BUG] Allowvlans does not allow to link a shared vlan in Common partition

Describe the bug
Trying to migrate app by app, the option allowvlans, trigger lot of issues as the apps are using a common VLAN which cannot be created on each tenant. As a workaround, I need to remove the allowvlans from all the virtual servers.

Expected behavior
I expect to migrate a UCS using the approach app by app enabling linking allowvlans to a shared VLAN. On the other hand, there appear a red circle without any information about why that vs is wrong.
