And manage users to be part of different groups per application per portfolio. However, they are not (and should not be) concerned with features for any application within portfolio.
A clear and concise description of what the problem is. Ex. I'm always frustrated when [...]
Currently, the portfolio administrators are allowed to add members to groups. However, they also have rights to "Create, Update, Delete Features". Moreover, one can not create a group which could be assigned rights to only manage/map users to respective groups within portfolio.
Describe the solution you'd like
A role to mange only users to groups within portfolio.
Describe alternatives you've considered
For now, portfolio administrators are used for this purpose. The teams are instructed not to fiddle around with any features.
