accounting guide: relocate the accounting guide to flux-accounting #280

Now that flux-accounting has its own ReadTheDocs support that includes the flux-accounting guide, the flux-accounting guide here should be removed from the repository. The guide located in the flux-accounting repo should instead be referenced in this repo's index.rst.
